Ashtabula County Sheriff William Johnson issues statement on Philip Garcia arrest

Ashtabula County Sheriff William R. Johnson News Release.

Subject: Conneaut councilman indicted Occurrence Date: 8/28/2018

JEFFERSON_An Ashtabula County Grand Jury has indicted Conneaut City councilman , Philip Garcia, on 26 sex-related charges following an investigation into allegations of sexual assault.

The indictment comes after a former county resident contacted the Ashtabula County Sheriff s Office, in June, alleging he was sexually assaulted by Garcia when the individual was a juvenile. The individual provided information to law enforcement that suggested Garcia had sexually assaulted other children as well.

The Sheriff s Office, in conjunction with the FBI and the Ohio Attorney General’s Office, conducted an investigation into the matter. That investigation uncovered multiple people who reported being sexually assaulted by Garcia as juvenile s, mostly in his capacity as the owner and operator of a local catering business.

Tuesday, Garcia was charged on 26 counts ranging from rape to compelling prostitution. Those counts deal specifically with five of the victims who have come forward. He was arrested, Tuesday evening, and is being held in the Ashtabula County Jail.

While Garcia is an elected councilman for the City of Conneaut, the investigation, to date, has not revealed any inappropriate actions by Garcia in that capacity.

The investigation is ongoing. Investigators believe there are more victims who have yet to come forward.

If there are additional victims who wish to speak with law enforcement, they are encouraged to contact

this office at 440-576-1446. No further information is being released at this time.
