City of Ashtabula housing inspector arrested on rape charges

John F. Artuso was arrested by the US Marshals about 11 a. m. today, Feb. 1. and will be incarcerated at the Ashtabula County Jail pending his arraignment in the courtroom of Judge Gary L. Yost.

The Ashtabula County Grand Jury secretly indicted Artuso Jan. 30 on the following charges of, rape, a first degree felony;
kidnapping, a first degree felony, with a sexual motivation specification; and sexual battery, a third degree felony.

Artuso, a housing inspector with the City of Ashtabula, has been the subject of an investigation by the Ashtabula Police Department involving the recent theft of money and property from a vacant residence located at 4306 West Avenue in Ashtabula.

After learning of the publicized investigation into Artuso’s possible involvement in the theft, an alleged victim reported to the Ashtabula Police that Artuso forcibly raped her in September 2017 during a purported housing inspection after learning of the publicized investigation into Artuso’s possible involvement in the theft. The FBI and APD then interviewed the woman and began their investigation of Artuso. The evidence gathered during the investigation led to the Grand Jury indictments and the issuance of an arrest warrant for Artuso.

The arraignment hearing has not yet been scheduled.
